Who came up with the idea of shiny black combat boots?

Up until the Cold War, the US Army had sensibly colored boots that wouldn't stand out against grass, leaves, or other vegetation. Then suddenly they switched to shiny black boots and are only recently going back to tan boots. Who came up with the shiny black boot and why was it adopted?

The same idiot who decided to starch and press BDUs, effectively ruining the infrared protective coating on each set.

I had a SMG who insisted we used Armor-All on the tires of our Humvees to make them shiny. Forget the fact that it damages the tires and is obviously not tactical, but that's what he wanted.

He was a REMF Pogue anyway, so what do you expect?

Black anything in a camo uniform is a bad idea since solid black isn't a color found in nature, and when you move while wearing something black, it's easily spotted. Making them nice and shiny doesn't help either.

That's why the new ACUs don't have any black in them. Don't ask me why the USMC uniform does.
