Will it work to get the heels on my boots reduced in size?

I bought some lovely leather ankle boots with a reasonably high heel, but have only worn them once, finding I'm not comfortable with the height - I kept twisting my ankle. I really like the boots though, so what are the chances a shoemender would be able to shorten it for me? Or would it alter the whole structure and design meaning they are no good anymore? (And how much would something like that cost?)

There is always the risk that the boots won't look as good or be as comfortable if you shorten the heel. They were designed specifically to be worn that way.
I would not attempt to alter them. What I would do, if I were you, is practice walking in them. Put them on at home and wear them for a couple of hours (just around the house). Also, learn posture techniques for wearing heels (you can find that information on the internet). Believe me, your posture significantly affects the way you walk and confort of shoes.
Learn to walk in them and you won't have to pay someone to alter them and at the same time risk ruining them.
